Help with styler toolbars

I downloaded this to use: http://customize.org/windowblinds/themes/52776

I have downloaded windowblinds, and downloaded the fonts included in the theme, however, I don't know what to do with any of the folders in the Styler Toolbar folder. I don't see a .readme anywhere, nor can I find an answer here.

Though I do wonder if they're only for IE?

And my start menu doesn't look the same as the screenshot - is that something I haven't done, or is that something else entirely?

And also, in the screenshot that shows the appearance tab of the properties, I see that there's a Windowblinds button there - I don't have that on mine. How do I get it there?
